President

Acts as the chief executive officer of The Association. Presides over the daily business of The Association, meetings, and represents The Association in matters pertaining to the mission of The Association and welfare of its members.

Vice President

Assists the president as needed in the day-to-day business of The Association. Takes over as The Association acting president in the absence of the president. Assists and advises the chairperson of each standing committee. Coordinates, and advises the Auxiliary on all WNGEA activities and related business.

Treasurer

Responsible for financial management to The Association. Is responsible for the conduct of financial operations, payroll, taxes, budget, and accurate accounting for the association. Specific duties of the treasurer include the recording the receipt of revenues as received from various sources. To ensure timely disbursements for authorized payments and obligations.

Recording Secretary

Responsible to attend, and record full and accurate minutes of all meetings. Records verbatim all motions made and seconded for the record. Collects The Association’s official documents and written reports as presented at meetings. Summarizes the meeting highlights into writing to include all written and verbal reports. Prepares the official copy of each meeting minutes, and sends them to each member of the Executive Council prior to the next meeting. Maintains a perpetual register of all motions made for a one-year period, and introduces expired motions at the next meeting under old business for reconsideration.

Past President

The immediate past president is an advisor to the president and the Executive Council. The past president is welcome to accept any association responsibility on a voluntary basis.

Appointed Officers

Chaplain

Responsible for a short prayer of remembrance or encouragement at the opening and closing of each annual or special membership meeting. Maintains a listing of all deceased WNGEA members, and insures they are recorded in the EANGUS Memorial Register each year. Responsible for the remembrance table, and ceremony at the annual conference president’s banquet.

Parliamentarian

Responsible for maintaining the rule of order at each meeting. Is required to interrupt any discussion as needed to maintain a rule of order, explaining the correct process to use for continuing. Assures that members in attendance at annual and special meetings are given information on the rules of order and motions.

Historian

Responsible to collect all records, documents, and photos of historical importance to The Association. Maintains and protects all collected documents from being damaged or deterioration. Maintains the chronological summary of historical events on the Web Site.

Retiree Liaison

Represents The Association on the Wisconsin National Guard Retiree’s Council and keep the council informed of WNGEA activities, actions and concerns. Also keeps the WNGEA membership informed on items of concern related to retirement

Insurance Trust Liaison

Represents the WNGEA on the Wisconsin National Guard Association Insurance Trust. Responsible to keep the Executive Council informed as to the current operation and changes in the Insurance Trust.

Conference Planning Liaison

Responsible to work with current year and future committed annual conference host units, keeping them informed of tasks that must be accomplished by the hosting unit, and what tasks will be completed by The Association. Works with new units that may be interested in hosting a future annual conference, helping them to decide if they want to become a future conference host.


Standing Committees

Membership and Marketing Committee Co-Chair - ARNG

Respnsible to work the membership growth programs for the Army National Guard, trying to increase the numbers of members in the WNGEA. Investigates, analyzes, and presents new methods and ideas, that could increase the growth or retention of membership. Monitors and manages the wngea membership marketing program for the Army Guard, coordinating with the Air Guard co-chair, key unit leaders and members of the executive council.

Membership and Marketing Committee Co-Chair - ANG

Respnsible to work the membership growth programs for the Air National Guard, trying to increase the numbers of members in the WNGEA. Monitors and manages the wngea membership marketing program for the Air Guard, coordinating with the Army Guard co-chair, key unit leaders and members of the executive council. 

 

Junior Enlisted Committee Chairperson

Resonsible to develope and work the Junior Enlisted program for the WNGEA, informing E1 through E5 National Guard members in the state of the purpose of the WNGEA and EANGUS. Passes along information received from EANGUS Junior Enlisted Managers to state Junior Enlisted members.

Education Selection Committee Chairperson

Responsible to manage the WNGEA Scholarship program, developing the rules for applying, advertising, selection, and distribution of awarded scholarships. Coordinates the applications to the EANGUS scholarship program.


Functional Managers
Resolutions Manager

Responsible to manage the WNGEA Resolutions program, Investigate issues that could be added, removed, or changed through the legislative process. Arranges issue information into the proper resolution format for presentation and approval within the appropriate timeline for both WNGEA and EANGUS deadlines. Coordinates approved resolutions with the State Legislative Manager, and Area V Resolutions Manager.

State Legislative Manager

Responsible to manage the WNGEA State Legislative process, receiving the approved resolutions that affect state law or regulations, and coordinate with the suggested distribution list of receipents to assure they receive a copy.

Follows up with the legislative process to keep a progress log on where each resolution or bill is, until it becomes or changes a state law or regulation.

Generates messages for state level Legislative Calls. Submits status on each bill to Web Manager for web site, and the WNGEA Talks Board.

National Legislative Manager

Responsible to manage the WNGEA National Legislative process through the EANGUS Legislative system. Keeping aware of all the legislation that EANGUS is working on, and keeping the WNGEA leadership informed of the status of each issue, from resolution to the change of the law or regulation.

Generates messages from national level Legislative Calls, and submits status on each bill to Web Manager for web site, and the WNGEA Talks Board.

Bylaws Manager

Responsible to serve as an advisor to the WNGEA Executive Council providing guidance to keep the Bylaws current in the course of conducting business. Receives and provides suggestions for changes to the Bylaws with justification. Originates amendments based on suggestions made or received. Monitors the Bylaws of EANGUS and updates the Executive Council of any changes. Presents changes to the WNGEA membership for approval within the required timeline. Updates the master Bylaws for the record.

Publications Manager

Responsible to edit, record, publish and disseminate printed information to the membership of the WNGEA. Encourages all members of the Executive council and Executive Director to provide reports and information that is important to the membership from their areas of responsibility.

Ways and Means Manager

Responsible to manage the WNGEA Ways and Means program, developing ideas to generate income, fund raising ideas and plans, laying out the details of implementation of those plans, getting council approval, controlling the activities for recruiting help, distribution of information, receipt of income, awarding of rewards or prizes as needed, and submit a final financial report of each activity. Rewards and prizes can also be used for contests and incentives to increase membership numbers.

Manages the WNGEA Store, keeping adequate inventory of items for sale, removing items that don't sell, and coming up with new items to add to the store. Works close with Executive Director where store is located.

Awards Manager

Responsible to manage the WNGEA Awards program, keeping the awards style, and process for nominating and presentation up to date. Soliciting all council members for nominations for awards. Assists in the wording of the award. Establishes deadlines for award input so the award can be developed for presentation.

Coordinates input from the council for submission of EANGUS awards.

Benefits Discounts Manager

Responsible to manage the Benefits and Discount program for the WNGEA, keeping an eye on legislation that has been passed at the state and national levels, extracting the benefit for the National Guard member, their family, their unit, or community.

Researches and gathers local, state, and national level discounts being offered to National Guard and military members,

Provides details of benefit and discount to web manager for the website.

Web Manager

Responsible to manage the WNGEA.ORG website, gathering information from each council member, keeping each area updated per their input. Updating the web to keep it fresh looking. Maintain adequate backups and an active server host connection.

Executive Director

Bob Serrahn

The Executive Director is a paid employee of The WNGEA, hired by the president with concurrence of the Executive Council. A policy letter establishes the Executive Directors’ official position description, responsibilities, and pay scale. The Executive Director attends all state, area and national meetings, coordinating the needs of the attendees, committees and delegates as an advisor. Coordination of benefit update presentations are also monitored, keeping all information as current as possible.

Monitors and maintains current membership status coordinating membership through the EANGUS membership services, and providing the state membership card to all new members. Prepares membership listings for the WNGEA web site.

Prepares quarterly and annual reports on the current status of membership for presentation to the association leadership and membership. Assists new Executive Council members, learning their new responsibilities. Coordinate details and information needed from current and future conference host units.

Provides the WNGEA membership and Executive Council a central point of contact for membership, administration, and information about the WNGEA. Keeps the president, and vice president informed of activities, situations, and important events that affect the WNGEA.

The Executive Director is responsible for the management of the WNGEA office to include proper filing of official records, historical records, and special or legislative project files. Makes distribution of committee reports and official minutes as needed, and fills in for the Recording Secretary when needed.
