Junior Enlisted Program
For E1 - E5

The Mission of the Junior Enlisted Committee of the Wisconsin National Guard Enlisted Association is to be an advocate for all Wisconsin National Guard members in the ranks of E1 through E5, by obtaining and disseminating critical information, helpful tools, and the knowledge of the Enlisted Association, by passing along organizational information to educate all Junior Enlisted members in the processes that are used by the National Guard associations and how the unit they belong to was originated, how their unit fits into the national strategic picture with their mission, manning, materials, training, and benefits, such as pay, bonuses, health support, educational support, family support, and a retirement plan for the members of that unit.

Once a unit has been established, it is up to the leadership of that unit, plus all higher echelon units to see that each of the elements that originated that unit are fulfilled and maintained. The Junior Enlisted also play a critical role since they are the majority share holders of these elements. If manning is not maintained; if materials are not available, or properly used; if training is not fulfilled per schedule, the unit receives an effective rating to see if it still fits into the national strategic picture. If not, that unit may be moved or disbanded.

The ranks of the Junior Enlisted make up the majority of the membership in the National Guard. It is important that each Junior Enlisted member knows that they can make a difference in their unit, and all units by becoming an integral part of the political and legislative process, which is one of the main purposes of the Enlisted Association. If your unit is short of certain materials or equipment, or not receiving the proper support other units receive, then your voice can join with all the others that have the same concern as members of the Enlisted Associations around the country.

The reasoning behind the Junior Enlisted element within the Enlisted Association is when a junior Enlisted member hears an order, they react to it. When they hear general information from a senior person, they tend to not react to it. The Junior Enlisted members of the unit would sooner receive information that pertains to them from their peers.

The Junior Enlisted Chairperson and Committee of the WNGEA are responsible to setup a communication system to get the word out to all units in the state about their involvement in the processes explained above. Those Junior Enlisted members that understand these processes will be farther ahead of those that don’t, and will be in a much better position when it comes time for promotion, which means more money in their pocket.
